Quantum Systems and Ukrainian Frontline Robotics have announced the formation of Quantum Frontline Industries (QFI), a German‑Ukrainian joint venture to create Europe’s first fully automated, industrial‑scale foreign production line for Ukrainian battlefield‑proven drones. Operating under the Build with Ukraine initiative, the venture will mass‑produce multi‑role unmanned aerial systems in Germany. Quantum Systems will provide industrial infrastructure and production operations, while Frontline Robotics supplies licensed designs, personnel training, and full lifecycle support compliant with NATO standards. The partners state that 100% of systems produced in Germany will be supplied to the Defence Forces of Ukraine in volumes set by the Ukrainian Ministry of Defence.

The JV is positioned as a “German Model” of cross‑border defence co‑production, intended to scale serial production, expand product portfolios, and create employment opportunities for Ukrainians in Germany. Matthias Lehna, a former German Army infantry officer and Quantum Systems government relations executive, will serve as QFI’s managing director. For operational security the exact production site will not be publicised.

Strategically, the venture reduces wartime manufacturing risks inside Ukraine while embedding Ukrainian operational innovation within a European industrial base. It could accelerate tactical UAS deliveries to Ukrainian forces and set a precedent for allied co‑production, though it will require careful management of export controls, security protections and political oversight. The partners present QFI as a practical step to meet high frontline demand and deepen EU‑aligned defence industrial cooperation.
