Maj. Gen. Vadym Skibitskiy, deputy chief of Ukraine’s military intelligence, told local media that Russia has accelerated launches of “Rassvet” (Dawn), developed by Russian aerospace company Bureau 1440. The constellation’s purpose, as framed by Ukrainian sources, is to provide a domestic, resilient satcom backbone that reduces Russian dependence on vulnerable terrestrial links and complicates Ukraine’s jamming and targeting efforts.
The reported launch cadence is central to Kyiv’s warning.
